The enactment of the GST (Compensation to States) Act, 2017 was to compensate states for their revenue loss from the implementation of GST. Before the introduction of GST, many state taxes were there which have now been replaced by GST, and this raised the concern of possible revenue loss for states.
In accordance with the Act, states were guaranteed a 14% annual growth on the base year 2015–16. In case of a short fall in GST collections, the Centre made good the difference through the compensation cess that it levied on a few goods and services like luxury cars, tobacco, coal, and aerated drinks.
